I have arrived Chiangmai with tourist visa stamped good to stay till 28 January. 2023.

1. Can I now go and apply to extend my tourist visa for another 30 days or need to wait till closer the end date?

2. What extension date will they approve for me to stay (26 or 27 February 2023)?

Appreciate your input. Thank you

30 days added onto the end. But I can't confidently say the exact date or method of counting.
