When is the best time to apply for a Thai visa before moving in November?

Hello, if we move to Thailand on the first of November, what would be the best timing to ask for the Visa, as in weeks/months before? And do you have to go twice to ask (in this case in then Hague) and get it or can you wait for it at the embassy?

. The Single Entry Visa is valid for 90 days, so you have to get this one maximum 90 days before arriving Thailand and on entry you will get 90 days of stay. The multiple Entry Visa is valid for 1 year, so the best is to buy this one close before you arrive in Thailand. The Embassy in The Hague does not have the processing time on their website, but normally it will take one working day.

I didnt see reference to non O visa in OP only that they move to thailand on 1st November. I only attempted to clarify your statement that they would get 90 days of stay on entry to Thailand,

You're correct about the Single Entry Tourist Visa. This lady and her husband are coming to Thailand to retire and using the Non Immigrant O visa based on being over 50 years of age.

Single entry visa on entry gets you 60 days of stay but can be extended at Thai immigration for a further 30 day at cost of 1900bt thus giving you 90 days stay
