What does the "Enter Before" date mean on a Non-O or Non-OA visa issued by the US embassy?

When you get you Non O or Non OA visa issued by the Embassy in the USA, what is the "Enter Before" date shown on your visa ?

Just curious how long you have to enter initially after the visa is issued, and cant find anything on the embassy websites.

All Non-O are valid for entry to Thailand for 90 days from the day it is issued.

A Non-OA is valid for entry to Thailand for 1 year from the day it is issued, but entry requires proof of insurance and if less than 1-year, your entry stamp will only be until the end of your insurance.
