I have friend in the UK who has just had a 90 day non O visa issued 13/03/26, does the 90 day start when the visa was issued or when he gets it stamped on entry into Thailand, obviously the war in the Middle East is causing some issues for him ?

I was given a date of 60 days by mistake. The immigration officer changed it there and then.
