90 day reporting. Do I need to do that within 90 days of the visa issue date or within 90 days of when I enter the country?

For example.. my vissue issue date is March 26. I entered Thailand on April 4. Thanks a lot!

TLDR : Answer Summary
You must complete your 90-day reporting based on your date of arrival in Thailand, not the visa issue date. Therefore, if you entered Thailand on April 4, your reporting deadline will be 90 days from that date.
