My 90 day report is due tomorrow - I'm leaving Bangkok for Cambodia 00:45am on Sunday 31/03/2019 (2 days after 90 day report is due)

Is it okay to be within the 7 days for a land border crossing or is this possibly a potential pitfall at Poipet (direct night bus - 6am entry)?

No, you have to make the report when you are 90 days inside Thailand. That there is leniency to do this 15 days before till 7 days after is just for your convenience. Border will not check if you did or not, it will be seen on your next 90 day report at Immigration Office.

If you leave a day earlier than due date, you are 89 days inside of Thailand and does not have to make the report. You can make the report using an on-line system between 15 and 7 days before due date, by old fashioned mail 15 days before or in person or by authorized person between 15 days before till 7 days late. I guess they made enough options to do this on time.
