What should my friend do if his education visa paperwork doesn’t arrive by April 3rd?

I wonder if anyone has any insight - my friend is due to go to Bali with his paperwork to get an education visa from the Thai consulate there. His current extension expires on 3 April and as yet he hasn't received his paperwork. Should it not come by 3 April does he any other choice than to leave Thailand? If the consulate closes in Bali does he need to find an alternative place to apply from? Many thanks.

If he does not get the paperwork, he must leave Thailand when his entry stamp expires.
