In most Immigration Offices you can do it INSIDE Thailand.

Types of Visa: Non-Immigrant Visa "O" (For the purpose of retirement in Thailand)

Non-Immigrant Visa "O" is issued to applicants who wish to enter Thailand for the purpose of retirement in Thailand. The validity of visa is 3 months. The permitted length of stay is up to 90 days from the date of arrival in Thailand.

Required documents

Visa application form [Download] which is completely filled out and signed by the applicant

Original passport or travel document (must not expire within 180 days and contain at least two complete empty visa pages) and A copy of passport (The page (s) shows the applicant's photo, name, date, and place of birth and the expiration date of passport)

Two (2) photos of the applicant (3.5 x 4.5 cm, taken within 6 months)

Bank statement (minimum of THB 800,000) or Certification of Income (minimum of THB 65,000 monthly)

Official letter from the concerned Embassy / Consulate of applicant's nationality

Visa Fee: 2,000 Baht (Single Entry)

Notes

Consular officers reserve the rights to request additional documents as deemed necessary.

Visa Fee must be paid in Thai Baht only. Visa Fees are not refundable in any cases.

Document in foreign languages ​​must be translated into Thai. If translated into English, it should be notarized by notary organs or the applicant's diplomatic / consular mission.

The applicant must sign on each page of copies of documents.

Non-Immigrant Visa "O" is issued to those wishing to travel to Thailand for retirement, work or life at the end of the age of 3 months. The period of permission for staying in Thailand is no more than 90 days at a time.

I have lived in Thailand for nearly 10 years and I have had a retirement visa for the last 9 years, and I know about the requirements for money in the bank

I don't have any idea about retirement visas. I'll let the experts chime in on this.

What do you know already about getting a "retirement visa"? I hope you're not wanting to know what to bring, or how long money should be in the bank, or other stuff like that (right???)

you might just stop in to your immigration office and see if you can do an in country conversion to a 90 day Non-O visa based on being over 50 (retirement).

Most immigration offices will do it IF you have 15 days or more left on your current entry 30 day visa exempt or 60 day tourist visa entry stamp. A few immigration offices want you to have 21 days left though.

That might be an easier way for you to get the 90 day Non-O visa..

To get a 90 day single entry Non-O visa based on being over 50 from the thai consulate in Savannakhet you need a police background check from thailand, a medical certificate and your bank book showing you have 800K baht in it OR a letter from your consulate stating you get 65K baht a month

Even then you might not get it issued. Both Vientiane and Savannakhet seemed to have tightened up on issuing them.

savanakhet is the place you will be going to in laos. No need for an appointment.

You can get a taxi or tuk tuk from the border to the embassy.

Its a 2 day process.

Drop of documents and passport in the morning 1st day.

2nd day pick up passport in the afternoon.

You have to make online booking in advance in Vientiane, Savanakhet is walk in.. Maybe you should clarify what type of non o you are after as that could be a lot of different visas. As I understand from your post in another group you are after the non o based on being over 50 right?
