Hello group, my plan is to arrive in Phuket on a 90 day single entry visa & apply for non immigrant O visa. 1.Could anyone confirm whether I apply for the 90 day visa from the Thai Embassy in the UK? 2.Do I need to wait 45 days with 45 remaining to apply for a NI "O" retirement visa? Have googled but trying to understand the process. TIA

The only drawback to getting the Non-O visa in your home country is the time you'll have to open a bank account and season the 800k baht for 2 months. Come in on a tourist visa and you have 60+30 days to open an account and get 800k baht into it to apply for the in country Non-O (no seasoning required for the initial application, it just must come from overseas).
a visa exempt entry will only get you 30 days. Better to get the tourist visa in the UK which will give you 60 days, and can be extended for another 30 if needs be
Or are you wanting to come in on a tourist visa (a single entry one) get stamped in for 60 days then apply in country for the 90 day Non-O visa at the immigration office (by meeting the proof of funds for the visa you're applying for) and after you get that 90 day Non-O visa apply for the year extension?

correctly stated you would need to have covid insurance for the length of time you'd get stamped in for when you arrive (so if you enter on a single entry tourist visa you need 60 days covid insurance)
When you apply for the in country Non-O and the subsequent year extension there is no requirement at all that you carry any health insurance.
IF you are applying for a 90 day Non-O visa from the thai consulate in YOUR country before you wing your way here, when you show up you will be stamped in for 90 days.
THEN depending on the immigration office you can apply for a yearly extension of stay (NOT a new Non-O visa) when you have 30 days or less <- you do need to meet the proof of financial requirements and the seasoning requirements for the funds (2 months before you apply for the extension)
