What should I do if I haven't received a response from the SSA after multiple emails regarding my coverage?

I have been sending emails to FBU.Manila@ssa.gov for over 6 months and they still have not replied or dropped my coverage. I don't want to call them at +63-2-5301-6200 from 8:00 AM to 11:00 AM (Manila Time) every Tuesday and Thursday and run up a large phone bill while I am on hold. Does anyone have another option?

Call them. You are not put on hold waiting. You are told to enter your problem, and phone number, then they call you back, usually within a few hours. This prevents large phone bills on your part.

Then your only option is to continue to call until you get through.

There are only two people and they have to cover all of SEA. If you have free access to the US, you can try calling the SSA number. There will be at least. 1 hour wait.

US social security payments for people living in Thailand are administered in Manila. Many depend on it for retirement extensions. Try to broaden your horizons a bit
