I don't have the exact location, but we used on across the street from the Singapore embassy here --

-- I can't find the translation service on Google, but they translated our marriage certificate from French to Thai. We waited one day for the translation. I don't remember the cost but it wasn't expensive.

Just to be clear ... the DTV visa for spouses is for spouses of DTV holders. Just mentioning this, because quite some people confused this category and thought they would qualify for a DTV based off of being married to a Thai. Having said that, I used the following service once, as it worked remotely and was cheap:

ok. She is a beneficiary on my accounts. One account shows her name and one doesn’t. Does it matter. If married the account can show my name with $1M. Where do I get certificate translated

Regarding financial proof modalities, you should double check with the consulate where you want to apply. They all cook their own soup. As for a certified translation into English - see the link I shared above.
