TLDR : Answer Summary
The DTV spousal visa requires a marriage certificate to be submitted in either English or Thai. For translation services, there are options like online translation platforms that provide certified translations for legal documents. One recommended service for such translations is Ideal Linguistics. Additionally, another service mentioned offers translation from English to Thai and vice versa. It's important to note that the DTV visa is specifically for spouses of DTV holders, which can be a source of confusion for some applicants.
I don't have the exact location, but we used on across the street from the Singapore embassy here --

-- I can't find the translation service on Google, but they translated our marriage certificate from French to Thai. We waited one day for the translation. I don't remember the cost but it wasn't expensive.
Just to be clear ... the DTV visa for spouses is for spouses of DTV holders. Just mentioning this, because quite some people confused this category and thought they would qualify for a DTV based off of being married to a Thai. Having said that, I used the following service once, as it worked remotely and was cheap:
ok. She is a beneficiary on my accounts. One account shows her name and one doesn’t. Does it matter. If married the account can show my name with $1M. Where do I get certificate translated
Regarding financial proof modalities, you should double check with the consulate where you want to apply. They all cook their own soup. As for a certified translation into English - see the link I shared above.
