What processes does a British expat need to navigate for returning to Thailand on holiday after leaving with a re-entry permit and how can one obtain a Thai police check from abroad?

Hi all, I have 2 scenarios which are proving to cause quite the nightmare: 1 is visa related and 1 not at all, but admins seem to hold a wealth of knowledge on these things.

1) A British friend has a non b with the year extension plus work permit. Has left the country and bought a re-entry permit on the way out. They did not return to work or Thailand and the school is not confirming whether they cancelled the WP. What issues or processes would have to be navigated to return to Thailand on holiday.? The extension has not expired per se.

2) Does anybody have a useful contacts that could facilitate a Thai police check for an overseas applicant. It says online that it is possible with certified copies of passport and visa pages. However, the passport was lost the week before leaving BKK and returned to UK on an emergency travel document. The RTP are saying applications in person only albeit advertising conflicting information (yeh I know TiT and all that).

Sorry for the long winded nature of it but even with the help of Thai friends, it's not moving in the right direction.
