they care insofar as you can't show up with a 60 day tourist visa stamp just after arriving and get the extension you have to do it when you have 30 days or less left on your current stamp

I have been to the Bluport office when I have less than 30 days left on my tourist visa. Similar for my friends. It appears to be an extremely accommodating office

I think there was a report that Hua Hin (or Bluport) office told you to come back for 30 days tourism extension when you have about one week left. But I might be wrong.
