I completed my DTV visa on my phone only. I downloaded this PDF converter and it made my life easier. Only found out after I submitted my documents for DTV Visa. I could only upload one document at a time and then they ask for extra documents and then I found this app and then I sent all the information in a few PDF

N.B. I could be wrong but you are most safe with original downloaded documents the digital vetting systems can analyse. This could be country dependent though with some more lenient when something might be flagged. To your question, ilovepdf is popular
