The reason your friend had to do a TM.28 was that he was trying to do a 90 day report at an immigration office where he didnt' live. In order for them to accept it he would have had to file a change of address because you can't do a 90 day report at an office in a different zone than the one you got your extension from.
Every Immigration office hadles different periods, official according the forms is 24 hours. I stayed one week on Koh Lanta, went back home in Krabi and Immigration did not want the form. So best thing is ask Immigration in your area.
At Hua Hin they are not too fussy about tm28 reporting. I did one when I returned from Australia to my condo room and they said don't worry about it next time unless your address in Hua Hin changes.
He was told to do that because you CAN'T do a 90 day report anywhere but the immigration office where you got your extension of stay without filing a change of address to the new area :/
