TLDR : Answer Summary
The TM28 form is required for expats in Thailand to report their return to their registered residence after being away for 24 hours or more. It's important for maintaining proper immigration records, particularly if you are also submitting a 90-day report at an immigration office. The process varies by region, and some immigration offices may not require it unless a change of address occurs. There can be misunderstandings around the usage of TM28 and TM30 forms, as TM28 is specifically for indicating a return home, while TM30 is for reporting residence at a specific address.

The reason your friend had to do a TM.28 was that he was trying to do a 90 day report at an immigration office where he didnt' live. In order for them to accept it he would have had to file a change of address because you can't do a 90 day report at an office in a different zone than the one you got your extension from.
Only when gf or wife is the owner or house master if you talk about the TM 30 form.

Every Immigration office hadles different periods, official according the forms is 24 hours. I stayed one week on Koh Lanta, went back home in Krabi and Immigration did not want the form. So best thing is ask Immigration in your area.
So if you go to BKK stay 1 night then go back home you have to hand in a TM28 in Hua Hin Immigration

OK thanks I have to report to the new office in Petchaburi so I will see if they pick up on it on Monday

At Hua Hin they are not too fussy about tm28 reporting. I did one when I returned from Australia to my condo room and they said don't worry about it next time unless your address in Hua Hin changes.

wait in the "hand in TM28" queue for 8 hours--give up and go home. Move. Submit TM 30, submit TM28. :(

the only reason they knew was because he was there doing his 90 day!!

He was told to do that because you CAN'T do a 90 day report anywhere but the immigration office where you got your extension of stay without filing a change of address to the new area :/

TM28 is used if you change address. TM30 is to report your living on an address.
