No such thing as a cy3 visa. If you are referring to a cy visa it is a diplomatic visa. Good luck

if on the off chance that it is a Thai Courtesy Visa/E–Visa, then you would definitely have had and still need a Note Verbale ( Diplomatic Note Official Document ) from and to the Thailand Ministry of Foreign Affairs ( Thailand MFA ) and no one but government Ministries and Embassies issue Note Verbale's
