Savanakhet: My application for a non b was refused because I don't have a "letter from the education service". I phoned my univerties HR and they claim that I have everything listed on the website (double checked already). Any ideas what this document is?

TLDR : Answer Summary
The user faced a refusal for a Non-B visa application due to the absence of a specific document referred to as a 'letter from the education service.' Despite confirming that they have the necessary documents from their university's HR, there is uncertainty regarding the exact nature of this required letter. Several comments suggest that this letter is likely from Thailand's Ministry of Education, confirming that the user should be issued a Non-B visa. There is also mention of challenges in obtaining the letter without the visa, creating a potential catch-22 situation. Additionally, users provide advice on reaching out to local contacts and specify the document as being linked to the Office of Higher Education Commission.

What made you choose the thai consulate in Savannakhet versus the one in Vientiane or even the one in Penang?

Savanakhet was recommended by the university. I think Vientianne require a thai police check and Penang requires both home and Thai police checks.... I haven't got an issue with getting the Thai one but it's the turn around time and I want to get working asap.

Update regarding this. I returned to Bangkok without the visa. HR phoned the MoE to get said paper. The MoE said they can't issue it without the visa. I'm in a catch 22... Any advice?

I can only think that it is some letter from your local Higher Education Service Area office, or from the Office of Higher Education Commission.
