There are notable differences in applying for a Thai tourist visa between Penang and Kuala Lumpur. In Penang, applicants must provide proof of onward travel, proof of 20,000 baht (or equivalent) in a bank account, proof of hotel booking, and if they have too many tourist visas in their passport, evidence of returning to their home country. , there's no real rule, I think Penang looks at 4 or more tourist visas as needing proof of onward travel back to your country. You'll definitely know you got too many from the same consulate when they warning stamp your passport meaning you can't use that consulate anymore for another tourist visa.
