What are the differences between applying for a tourist visa in Penang and KL?

Has anyone noticed differences between Penang and KL, when applying for a tourist visa?

Or is it the same across the board?

Penang wants proof of onward travel, proof of 20K baht (or the equivalent) in a bank account, proof of hotel booking, AND if you have too many tourist visas in your passport Penang wants proof you're going back to YOUR country for the onward travel.

KL does not require proof of funds.

NONE of the consulates in S/E Asia are the same across the board. :/

The ONLY consulate that doesn't require proof of onward travel, proof of funds or proof of a hotel booking is the thai consulate in Vientiane.

, there's no real rule, I think Penang looks at 4 or more tourist visas as needing proof of onward travel back to your country.

You'll definitely know you got too many from the same consulate when they warning stamp your passport meaning you can't use that consulate anymore for another tourist visa.

How many is too many tourist visas? I have two and will be applying for a third in Nov.
