Question: My buddy has a DUAL passport/citizenship US/UK and wants to stay in Thailand for around 90 days but also wants to be able to hop around to Malaysia and or/ Myanmar, what would be the best visa option for him?

It is answered in my first comment, the visa stays valid till the enter before/valid until date on the visa. BTW you only get an Admitted to Stay period for 60 days, than a border run or an Extension of Stay is needed if he wants to stay 3 months.
NO, you can not swap passports at land borders. He can only do that if he use flights to other countries.

So he asked- "With that visa (Multiple Entry Tourist Visa) if I stay in Thailand for 3 months and fly back to the states for 1 month then decide to come back to Thailand the following month, do I have to get a brand new Multiple Entry Tourist Visa or will my METV still be valid?"
