can someone tell me what this says that is scribbled across my visa...is it supposed to say ”used“

you can't get a multi-entry tourist visa for thailand in Lao unless you legally live in Lao.

i pointed to it and he just waived me on, though in his defence there were a lot of people in line

No idea, but it's certainly USED now ;)

I wouldn't worry about it I can see the 60 day entry stamp you got on the other page from the Nong Khai border that's good until the 16th of April :)
