What can I do if Amphur in Chiang Mai is not allowing my marriage to a Thai citizen due to COVID-19 restrictions?

ORIGINAL POSTERHi 👋! I intended to get married with Thai male since June 2021. We are currently living in Chiang Mai. I got my single certificate from my country. Amphur said we can’t get married foreigners to Thai citizens because of Covid-19 restrictions but Thai citizens to Thai can do it. We can’t effort lawyer but we got all documents that we need. We just need to bring two witnesses and register. Do you have any suggestions for this situation? Thank you!
