What are the updated rules for reporting the 90-day immigration status in Thailand?

If I understand all that was posted :

- You can make your 90 report online at [members only] or in person.

- But the first time YOU MUST make it in person at the immigration.

- You can go to any immigration office, not only the immigration office nearest your home.

- You can make it between 2 weeks before the due date and 1 week after if you go to the immigration office

- But only during the 2 weeks before the due date if you report online.

First time was for the old reporting system. New one allows IF you have a filed TM30 and the address you use matches it.
