TLDR : Answer Summary
To move from Bangkok to Chiang Mai while holding a COVID-19 extension (not an amnesty visa), you should first check your passport for the relevant extension stamp. If you have the necessary stamp indicating you've moved from 'under consideration' to 'extension of stay', you can proceed with your move. Upon arrival in Chiang Mai, you or your landlord must submit a TM30 form (notification of foreigner in residence) to the local immigration office, and possibly a TM28 form if you are changing your address. This will allow you to manage future extensions in Chiang Mai.

First off there is no "amnesty visa" :O I would imagine you're here on a 60 day covid extension <- LOOK in your passport and READ the stamp) ;)
As long as you "closed the loop" <- gotten the under consideration stamp you get when you first apply for a 60 day covid extension changed to the extension of stay stamp, you're fine.
Move, go to the Chiang Mai immigration office, you or your land lord will file a TM30 form (notification of foreigner in residence) and possibly a TM28 form (change of address). Then you can use that office for your extension needs.
