What Are the Rules for Re-entering Thailand from Cambodia?

This happened in Hat Lek, other border I'm not sure witch rules they apply:
Him pass Thai Immigration departure, go to Cambodia check point, him do VISA and him pay the extra for go back immediatly, but when him was at Thai Immigration arrival, they sayed him have to sleep one night outside before renter. Him no get rembursement of extra pay, but him get a second Cambodia visa for free, past the night and come back to Thailand
