TLDR : Answer Summary
Yes, you can apply for a Non-B work visa at a Thai consulate in a nearby country if you receive a job offer while on an STV visa in Thailand. Ensure that the company provides a letter confirming your employment and meets the necessary requirements for hiring foreign workers. Currently, it’s also possible to convert your visa within Thailand due to COVID-19 policies.

I have flown to both Cambodia and Singapore for a Non-B pre-Covid. Singapore seems to be more set up for it as a lot of firms send people down there. Company I work for sends quite a few staff there for the Non-B before the BOI extension.

With a letter from the company, on company letterhead, stating that they want to hire you, and are a legal company that can hire you, and meet the financial obligations to provide you with the needed work permit, yes, you can leave the country, contact the Thai embassy in that country, and get a 90 day type B visa to enter Thailand, then complete the process to extend the visa for the full year, and get your work permit. The amount of paperwork from the company is pretty involved once you get here, and if it is not a teaching job, there is a minimum wage requirement.

STV is not "tourist visa" which is possible to change sometimes. But STV cannot be changed. It specifically says that as part of the visa.

Going from Retirement extension to Non-B was a right pain. I ended up going to Singapore twice plus a Cambodia border run. 😇

Yes you can, as long as you can enter that country AND the Thai consulate of that country is willing to sell you a Non-B visa.
