make sense. the old rules were a waste of resources for the immigration officials to go to check people were working at the office location stated in their work permit. it's 2018 now, many jobs don't require people to work at the same office all day everyday, and many people have more than one job or business and/or do part-time volunteer work.

The change doesn't make it easier to get a work permit, it just allows the holder of a work permit more freedom to do their work and other work that is not on the list of restricted jobs..

You need a company to sponsor you. Said company must proof you have a special skill required by them that a Thai citizen cannot do.
Pretty much inline with every other country.
