What are the latest requirements and fees for leaving and reentering Thailand with a Non-Immigrant B visa?

Anybody knows what the latest requirements and fees are to leave and reenter Thailand? I have a Non-Immigrant B visa but haven't used it to reenter the country before. A few questions:

1- Can I get the reentry permit at the airport and how much does it cost?

2- Are there any other fees to leave and return to Thailand? I heard about an arrival tax!

3- Are 2 shots of the covid vaccine enough or do I need a third one?

1 - A re-entry permit can be gotten at most international airports before you fly out, SOME airports charge 200baht service charge to issue them there, some don't OR you can go to your immigration office and get one before you go

3 - have your vax history with you when you come back in as you can be asked for it you'll be fine with 2 shots
