I am flying to Bangkok from Manila on Saturday. What are the most current rules on COVID and vaccinations and other issues. I am American and usually have no trouble getting a visa on arrival. I am bringing a Filipina friend. Any advice as to what I can expect?

Right now there are no rules. Requirements to show vaccine certificate were announced today but no date was announced so we don't know when that starts.
Also as an American you cannot get visa on arrival. But you can get visa exempt meaning you're exempt from needing a visa and have no visa at all.
visa exempt is what you always got when you went to Thailand. Americans have never been able to get visa on arrival which is only available to a few countries where they fill out a visa application and pay for the visa when they arrive.
Normally visa exempt is for 30 days but it's temporarily increased to 45 days until March 31st.
