TLDR : Answer Summary
The user is unable to complete online 90-day reporting due to an old arrival card and seeks confirmation on current requirements for visa extension based on retirement at Samut Prakan. Comments suggest that those who haven't exited Thailand since at least 2014 need to leave and re-enter to access the online reporting system. Additionally, updates on financial requirements for extensions due to changes in regulations since early 2019 are noted.
90 DAY REPORTING RESOURCES / SERVICES
Use the trusted Thailand 90 Day Reporting Serviceto get your in-person report done and mailed to you for as low as 375 THB (even if the online system doesn't work for you).
For immediate assistance, contact Thai Visa Centre directly via LINE at @ThaiVisaCentre or Email them.
IF you haven't exited/re-entered the country since at least 2014 (by air or land) you're NOT gonna be able to use the online 90 day reporting system because your arrival departure card is NOT in the online database.
I don't care how many 90 day reports you've done you will NOT be able to use the online reporting system unless you exit/re-enter the country to get a NEW departure card.
Now as far as what the requirements are, I suggest you head on over to the Samut Prakan Immigration office and get the hand out that lists the requirements for that specific office.
There are changes in the seasoning of banked money since 1 March 2019 for application of Extension of Stay based on being over 50 years of age. There are changes made in January 2019 because a few Embassies stopped handing out the income affidavit to their citizens.
