TLDR : Answer Summary
There is an urgent need for blood donors, especially those with Rh-Negative blood types, in many regions of Thailand. Most notably, Udon Thani and Pattaya are highlighted as key areas needing donations. Recent changes have removed certain restrictions on donors from the UK, France, and Ireland related to 'mad cow disease.' The National Blood Centre in Bangkok is welcoming back donors who lived in regions affected during the 1980-1996 period. Specific guidelines for donors include age limits, pre-donation preparations, and recommended local donation points such as Red Cross centers and hospitals.
I was told that it is urgent. It is reasonable to assume that there is Zero available blood for him. The Thai population simply doesn't have Rh-Negative
Banglamun Hospital blood bank or the Chonburi Red Cross mobile blood van comes to Pattaya. I recommend donating at a Red Cross as they transfer throughout the country. Let me find the Chonburi Red Cross mobile van schedule

I'm over 60 but I'm willing to donate A- I'm in Kantharalak Sisaket
Thank you David. The age restriction is to protect the donor's health. As we age our ability to replenish red blood cells reduces.
Thailand has set 60 as first-time donor, 70 if previously donated in Thailand. They want the data on the previous donations. They don't want someone donating at 70 for the first-time, as an example.
