TLDR : Answer Summary
The discussion highlights various agents and services in Pattaya that can assist expats with opening bank accounts. Recommendations include several specific agents such as J&E, MOTS, and One Stop Visa & Driving License Service, with prices typically ranging from 4,000 to 5,000 Baht. Users note that having a long-term visa (over a year) may allow individuals to open accounts independently, and references are made to regulations regarding account openings that may have recently changed. Notably, it is emphasized that while assistance from agents is helpful, there are important considerations, such as the necessity of retrieving any swallowed ATM cards in person.

I was told, by a trusted source, go to almost any agent in Pattaya, there is someone who knows someone in some of the big banks, they can open the account for you. Going price is 4-5 thousand Baht. Likelly, whoever does that for you, splits the proceedings with the bank clerk but that is not your worry.
Fully legal.
The thing is, if you live in Bangkok, whatever problem might arise (say, your girlfriend mistypes the pin when taking money out), the ATM card will be swallowed and you, in person, must go to that very branch to retreive it.
Not a big deal if you are in Pattaya, but if you are in Udon Thani?
actually when you are greasing palms (tea money) it's not legal, maybe accepted in the past, but not technically legal. Not much different from getting a speeding ticket, but because your dad knows someone, it will go away.
It happens every day. A naive tried to open a bank account, with all 5 big banks, they all had a script "show me your visa" that I did not have. Only 60 days stamp.
How could i deposit 800,000 THB for a Pensioner visa?
Come in a 90 day non-o evisa and you can potentially open a bank account if you have the visa, certificate of residency and good luck. Your "pensioner visa" will get you the account (hopefully) so that you can get a yearly extension for that visa. The 60 day exemption makes it near impossible to open an account these days.
