TLDR : Answer Summary
The Chong Chom border crossing is generally regarded as an easy and relaxed process for travelers, especially for those experienced in using it over the years. While crossing from Thailand into Cambodia has been straightforward for many, the return crossing into Thailand has not been personally experienced by some commenters, but it is suggested to be manageable. A notable tip mentioned is that Cambodian immigration may attempt to overcharge, but this can usually be avoided with a polite refusal. Overall, the consensus is that the crossing is manageable and without major hassles.

Crossed into Cambodia from Thailand there many times. Never crossed from Cambodia back into Thailand at this border but by all accounts, it's not bad. Cambodian immigration will try to overcharge you, but unlike at some other crossings, notably Poipet and Koh Kong, a polite refusal and a smile will cause them to back off very quickly. Other than that, straightforward.
Aha I see. Yeah so I think you'll do well to use Chong Chom for entry. An alternative is Chong sa-ngam, which I've used for entry. Slightly closer to Siem Reap, but feels more remote and has fewer transportation options.
I can't find details about this bus, but there should be one: "Amm Co. Bus is 350 Baht to Siem Reap from the border and runs early in the morning and at 4:30 PM."
so it also should go back. Going by taxi makes no sense, it would be cheaper for me to fly by any route
if the bus works, then fine. However, chances are you'll be catching a taxi (shouldn't be expensive) or a share taxi (same thing but sharing with local passengers) and then a van from there to Surin. I'm not sure whether there are flights out of Surin these days. You might have to go to Buri Ram, but that's such a long detour (probably 3 hours by public transportation from the border) you might as well go direct to Bangkok, which is like 7 hours from Surin by bus.
I've heard there's a bus but like Richard says, never seen one. If there is one, there's probably only one a day and it doesn't run very often. It certainly doesn't appear to run at all after lunch that's for sure as I've always crossed over sometime in the afternoon.
