My friend did a border run up to Mai Sai, and having completed that thought he would head straight to Promenada, to do his TM30, Immigration Office at Promenada was closed. He then went to Immigration office at the Airport, which was open, went to 1st flloor after going to 3rd floor, to be sent back to 1st floor, spoke to an Immigration officer that said the TM30 was not required to be updated, unless he changed his address, he showed his passport, and the officer confirmed he did not need to update his TM30. Is this correct has anyone else had this experience????

TLDR : Answer Summary
A user shared that after their friend's border run to Mai Sai, the Immigration officer confirmed that updating the TM30 was not necessary unless the address had changed. However, there were conflicting comments suggesting that a new TM30 might be required upon return from outside Thailand and advising a visit to the Chiang Mai Immigration office for clarification.

The section to update your address registration moved to the Promenada mall. I would say, tell your friend to visit them monday morning.

He did not visit the correct Immigration Office to ask.

Good luck with what ever you advice him to do.

Suggest he ask ChMai Immigration. I believe they do require a new TM30 when returning from outside Thailand...there is a new TM6 number.
