Do I Need to Update My TM30 After a Border Bounce in Chiang Mai?

I'm super confused I came back from a border bounce, To chiang mai, went to the new office in promenada to update my tm 30, he said I didn't have to do it only landlord. Advice? Anyone else know what he's talking about?

that was a policy change that started when they moved locations to the Promenada Mall. They stopped people from being able to "self report" and went back to the landlord or property owner doing it for you OR you getting a signed power of attorney form (with the two 5 baht tax stamps) copies of the land lords thai i/d and the house book listing of where you live to file for them..
