Can I apply for a long-stay OA visa from a country other than where I have permanent residence?

I noticed the long stay OA visa says "proof of permanent residence in the country where the application is submitted". So just wondering if it really not possible to submit from anywhere else?

how about the health insurance requirements for OA? Is it still 3,000,000 baht ? I noticed from my S’pore embassy, the requirements have dropped back to 400,000baht for in patient and 40,000 baht outpatient.

If you’re a citizen of the country you apply in, you just need to upload a copy of the id-page in your passport, letter from your bank, utility bill etc to prove your current location as other e-visas. But if you apply for a Non O-A, Non O-X or a METV in another country you’ll need to provide additional documentation also for permanent residence at date in the actual country.

The Non-Immigrant Type OA and Non-Immigrant Type OX are visa categories that can only be applied for in the country your passport comes from or a country where you have legal permanent resident status

You can't pick and choose where you apply for those visas you get them from your country before you wing your way here
