TLDR : Answer Summary
In Thailand, visa application fees are generally non-refundable. Multiple comments confirm that if an application is refused, applicants will not receive a refund, as stated on the application itself. Some users noted that while it is rare for applications to be refused, the fees are for processing the application, not a guarantee of getting a visa.

no refunds it plainly states it on the applicarion....

If money is that tight you are probably the type of tourist Thailand is now trying actively to dissuade from being here.

I was traveling with a Chinese national a few years back and consulate personnel checked her papers before refusing her visa. They never took her money. In every situation where I’ve applied for a Thai visa, they definitely checked everything in front of me before processing it.

Fees for visa applications, in every country, are fees to pay for the application process.

No

you aren't paying for them to give you a visa you are paying for them to try to help you get a visa and if so make it easier for you....

@Dave ******
You are paying them purely to submit the application on your behalf. Immigration will get exactly the same information they need either from the agent or yourself. An agent is for people just don't like the hastle, BUT, the agent will ask YOU to provide the information to them to submit on your behalf.

Same amount of hastle..

I did all of my wifes visas' for Australia, sure, lots of work but no less either way.

do you have a bad understanding of the english language?

let me try to explain it to you more carefully..... if you pay someone to do something you can do yourself you aren't paying for that thing you are paying for them to do it for you... the odds may be better with an agent but they are not 100% ever and if you pay someone to go and do it for you and they do ... then you want that money back ... that is like saying they went and did that service for you for free. If they took money for that service then that service obviously wasn't free whether you get approved for the visa or not is more dependent on you than them. if someone doesn't meet the requirements for a visa how is a visa agent to know that until they have done the service at least partially first

I saw no mention of an agent. My interpretation of the question was if you pay a visa fee to the relevant authorities, is it refunded if the visa is refused? The answer would be a simple NO!

@Mark *****
in that case you are right they wouldn't be getting anything from a government office... however there wasn't any mention of him not using an agent either so crawl off your soap box

@Dave ******
The question was a simple one - pay for your visa and don't get it. There is absolutely no reason for anybody to assume he was referring to an agent. You appear to be the one on a very shaky soapbox.

@Brook *******
No, it's a visa fee.

My experience is that they go through your papers first and let you know if there's anything missing or you're not eligible.

Says right on the application, fee is non refundable.
John ********
No, same as any country

No. All visa applications are not refundable. Rarely will they get refused but if so not refundable.
