I'm currently on an ED-Visa and planning to change to a Non-O Visa when my ED-Visa expires in 2 months time. Is there any difference if I leave Thailand when my ED expires and return as a visa-exempt tourist THEN apply for the Non-O, or if I apply for the Non-O while I am still here before my ED expires? Anyone has any experience in this matter? TIA.

best to go to "your" immigration office and ask -- every office could interpret any situation differently -- sit down with an immigration officer. I am a big fan of face to face communication. Another option is to check with an immigration visa service in your area. If the change is complicated it may be worth their fees to make it happen. I recently changed from a retirement visa to a spouse visa and the Udon Thani office we as very helpful. Good Luck and best wishes on your transition.
You need to find out if your immigration office will even let you convert to non-O from non-ED. Some offices do not let you convert from one non-immigrant visa to another. Also if you're on an extension and not the original visa, you need to cancel this before you leave or convert or you won't be able to get a non-O and you'll be fined.
