TLDR : Answer Summary
The Thai Embassy in Ho Chi Minh City is generally open on weekdays, but it is advisable to check their status in light of the COVID-19 outbreak. Users suggest calling the embassy directly before your visit and watching their social media for updates. If you are married to a Thai citizen, applying for a Non-O Marriage Visa may be a more suitable option.

Don't forget the note/letter from your wife to the Thai Consulate requesting they grant you the Non O Marriage to Thai Visa.

In that case you had better to call them just before your visa run. Or follow their SNS to keep yourself updated.

you will not be able to get a METV in HCMC or in any SE Asia Thai Consulate. You must be a resident of the country where you are applying for the METV.

Are you still married to a Thai?

If you are why not get the Non O Marriage to Thai one year visa available at Savannakhet and HCMC without proof of funds in a Thai bank ???
