TLDR : Answer Summary
The Thai consulate in Savannakhet is effectively closed, with reports suggesting a closure until at least April 20. Accessing the consulate is also complicated as entering Laos requires a visa, which is not being issued to non-Thai nationals by the Lao consulates in Thailand. Therefore, individuals cannot reach the Thai consulate without obtaining a Lao visa.

It's effectively closed. You need a visa to enter Laos. Both Lao consulates in Thailand do not sell visas to people who are not Thai. Without a way to get to Laos, you can't get to the Thai consultant in Savannakhet.
