Is the Thai consulate in savannaket closed or not? I'm hearing until 20 April but not sure if it's true or not

It's effectively closed. You need a visa to enter Laos. Both Lao consulates in Thailand do not sell visas to people who are not Thai. Without a way to get to Laos, you can't get to the Thai consultant in Savannakhet.

Iv got medical insurance with my school so does that count?

It's pretty easier to get medical insurance, but to get it that covers coronavirus isn't

. It has to specify it covers you up to US$100,000 for the Coronavirus
