TLDR : Answer Summary
The Test & Go program is currently not available in Chiang Mai due to the lack of direct international flights. Travelers arriving in Bangkok can participate in Test & Go and travel to Chiang Mai afterwards if they have a SHA+ hotel booking and test negative for COVID-19.
Han ********
* Test & Go will be available in Chiang Mai, however that relies on actually having direct international flights; currently there aren't any.
* If you arrive in Bangkok you'll need a SHA+ hotel within a 2 hour drive, so that's within Bangkok.
* After testing negative, you can go wherever you want the next day; Chiang Mai or anywhere else.
if you come from one of the allowed countries you can go where you want after you've done the test & go

Sorry, could you expand on this comment? I was able to book a flight to Chiang Mai last week; the flight stops in BKK and then goes to Chiang Mai via Thai Airways. Now I'm questioning if I need to do a stopover in Bangkok to do the 1 Day Quarantine, or if I'll be able to do that in Chiang Mai (because on the AQ directory website, they do have a Chiang Mai AQ hotel pending...)
You will have to see next week so far no announcements been made to allow you to travel domestically before completing the one day "test & go" as they are calling it.
As far as airlines allowing you to book tickets they will let you book, they will have a disclaimer somewhere hidden in document thats its your responsibilty to check regulations. Seen it many times since this covid travel started and then its a pain trying to get refund.
They do have ASQ in Chiang Mai already I think its for people who come overland or have the luxury of private jets.
I seem to remember reading you can do the test & go if there are approved blue zone places within a 2 or 3 hour drive of your arrival location, eg Pattaya is fine if landing in BKK.
