TLDR : Answer Summary
As of April 1, 2021, a fit to fly certificate is not required by the Thai government for travelers arriving in Bangkok. However, some airlines may still request it. It's recommended to check specific airline requirements before departure. Travelers have confirmed that they were not asked for this certificate upon entry into Thailand, although precautions regarding COVID-19 protocols are advised.

I would take it with you.Things are pretty bad with Covid now in thailand.
It's all changed these past 2 days you even have to isolate if you come from one of the 42 Provence's that are in the red zone .also the prime minister has taken full control of the implications for the virus he is changing everything .
I flew from Dubai to Bangkok 3 weeks ago and I was not asked to present the fit to fly certificate (although I had it just in case). Officially fit to fly certificate is not required since april 1.
