Can I apply for a COE & other documents here itself for the return journey? Will there be any implication? What's the best way to streamline this trip hassle free?

You seem like a intelligent Person but as normal you want to cut corners how can you apply to com back when you haven’t left plus and a big plus if you go for a month there could be a chance of the boarders being shut again
A COE can only be issued by an embassy or consulate, so you will have to wait until you are in India before you can apply. You can arrange insurance and ASQ here I would imagine, but I can't see what advantage there would be.
