How long is it taking to get the Tourist VISA (TV) from the Thai Embassy-Washington DC after you pay and send docs?

Also, can I still apply begin COE application too or do I need to wait until TV is sent back with passport? Trying to figure out a travel date but the estimated backlogs seem to be throwing me off. TiA.

TLDR : Answer Summary
The processing time for a Tourist Visa from the Thai Embassy in Washington DC is approximately 15 days, although some applicants have reported receiving theirs in as little as 5 days from other locations like LA. Additionally, you must wait to receive your Tourist Visa before you can begin your Certificate of Entry (COE) application.
