TLDR : Answer Summary
When applying for the OA Visa in the Netherlands, you do need to have inpatient and outpatient health insurance prepared. However, Covid insurance is specifically required for the Certificate of Entry (COE) to enter Thailand, and it is not necessary to have it at the time of applying for the visa.

You will only need Covid insurance for COE, but you have to have the inpatient - outpatient insurance sorted.
