I have heard rumors and read in The Bangkok post that Thai immigration is not charging for overstays because of Corona virus. I could not find anything confirming this on official Thai websites. Thoughts?

You heard incorrect. They ARE charging for overstays and the fact that you couldn't get out doesn't factor into that equation.
What they ARE doing is giving people a 30 day extension who go to their consulate and get a letter stating you couldn't get out BEFORE you run on overstay.
Once you hit overstay you're not able to get the 30 day 'emergency' extension even if you have the letter from your consulate.
