its actually very simple/easy to come to thailand. you just have to be willing to quarantine, get insurance, and have a negative covid test prior to coming.
Depending on where you passport is from you may not even need a visa!
. If a Thai person is not flying on a repatriation flight then they are subject to the rules of the airline. And most international flights require the test (or consider you a regular traveler and are subject to the rules of country you’re flying into. Ie Thailand requires a neg covid test to come here so you’d also have to have one).
I understand what you’re saying but I believe that airlines like Emirates and Qatar dropped the requirements for Thai nationals on their flights. Whether that was because of rules to fly to Thailand I have no idea. It could have course reversed but I’ve not seen many posts lately confirming one way or the other.
