Is it true that UK document legislation is paused for visa purposes due to COVID-19?

I have been told my the UK Foreign and Commonwealth Office (in UK) that all legislation of documents (ie. degree certificates) have been put on pause, due to COVID19 situation. However, incase of an urgent need for these (ie. needing them for a visa) you can contact their emergency email address (which I’m happy to give out)
