TLDR : Answer Summary
Traveling from Bangkok to Chiang Mai is possible as the train rails have been repaired after recent flooding. Although there were concerns about water levels affecting rail travel, the situation in northern Thailand has improved, with only light rain currently. Some travelers suggest flying as a quicker and cheaper alternative, especially considering potential weather disruptions.

I went by train to Surat Thani to Chang Mai my motorcycle came with me in the cargo carriage. Now the north is ok little rain in some days. But floods are done. NAN,chaing Khan,Nong Kai all good sun is back again. Enjoy your trip.

It's pretty cheap and quick to fly from Bangkok to Chiang Mai, not sure why you would want to go by train so far especially when there's the potential for weather events

The most recent report that’s there’s another water body is coming. Check with Thai medias, local one would be the most reliable.

Here it’s , about 4 hrs ago

The rails have been fixed for a while already. It was only closed for a few days.
