Sadly, it looks like the government wants to "pass the buck down" where ever possible. The prime minister, Prayut, has completely reopened the country, but has given the governors power to enforce localized travel or quarantine restrictions. Most governors want to be reopened, however gave the power to implement localized travel or quarantine restrictions to the village chiefs. The village chiefs may be very strict, and may force people to either do an in-home quarantine for 14 days, or a temple quarantine for 14 days, or may simply ban all non-residences from entering or leaving the village.
IF you're going to a touristy area, don't worry about being forced to do a quarantine. IF you're not going to a touristy area, contact the local village chief for any restriction (you will know if you aren't going to a touristy area).
