TLDR : Answer Summary
After completing quarantine in Bangkok, traveling to Chiang Mai may be possible but is subject to change based on current regulations. As of now, the consensus is that you can travel without additional quarantine. However, rules regarding interprovincial travel can change frequently, especially if Bangkok is moved back to a red zone. It is advisable to stay updated with reliable sources such as the Tourism Authority of Thailand and follow local news feeds.
shouldn't be a problem with current rules but keep in the back of your mind that anything can change short notice... Most likely is that you'll be fine! So don't worry too much

I was in quarantine in January for last lockdown, the hotel would give you a letter allowing you to travel anywhere if direct from quarantine
I'm expecting movement restrictions in about two weeks. Restrictions would be in the first or second announcement.

It’s looking more and more likely that it could be a real issue doing inter provincial travel right now. Rules will change daily so I can’t predict what the case will be after your 10 / 15 night quarantine period will be.
